This statement refers to the Special Audit Report on the Online Visa Issuance Methodology of the Department of Immigration and Emigration, dated 3rd October 2025, issued by the Auditor General’s Department and currently circulating in the public domain.
GBS Technology Services & IVS Global FZCO (“IVS-GBS”) is a company incorporated in Dubai, UAE, and is a wholly owned subsidiary of GBS Technology Services Pte Ltd, headquartered in Singapore. The company provides secure and innovative technology solutions to governments and citizens.
GBS Technology Services Pte Ltd entered into a license share agreement with IVS Global Services Private Ltd, a leading outsourcing company that has processed over 10 million applications since 2005.
On 21st December 2023, IVS-GBS, together with V F Worldwide Holdings Ltd (“VFS”) and the Department of Immigration and Emigration of Sri Lanka, entered into an outsourcing agreement for the provision of eVisa and related services, with IVS-GBS being the prime contractor and VFS as its technical partner.
The Special Audit Report dated 3rd October 2025 contains several observations that require clarification. We wish to clarify that, as the prime contractor, we agreed with the Department of Immigration and Emigration to collect and remit to the Department the visa revenues. At this stage, we wish to issue only this limited statement, as the matter is sub judice. We have been advised that detailed representations and clarifications will be provided before the appropriate forum when required.
We wish to note that the report’s findings were made without affording IVS-GBS an opportunity to present our explanations. We are confident that, had such an opportunity been provided, we could have submitted relevant evidence and clarifications to assist the Auditor General’s Office in preparing the report.
In the meantime, IVS-GBS intends to engage directly with the Auditor General’s Office in clarifying and providing explanations regarding certain observations made in the report.
